Brian G. Maxey, Principal
Brian G. Maxey is a career law enforcement executive and attorney, and currently serves as the Deputy Federal Monitor for the Cleveland Police Department and as a subject matter expert for the Baltimore Police Monitoring Team. He previously served as the Chief Operating Officer of the Seattle Police Department, focusing the department on exceeding the requirements of the federal consent decree with the Department of Justice and driving best business practices, and as Senior Police Counsel, managing the legal affairs of the department with an emphasis on compliance with the consent decree and risk management.
As COO of the Seattle Police Department, Brian oversaw management of the $320M police department with 2000 employees (1350 sworn), including budget and finance, human resources, labor relations, professional standards (training, policy, audits, and the consent decree implementation), public affairs, 911 communications center, information technology, administrative services, and fleet and facilities.
In Seattle, Brian led major projects including the federal consent decree, leading to a finding of full and effective compliance after successful completion of Nine Assessments by the Monitoring Team; development of a business intelligence system to digest, analyze, and visualize performance metrics on use of force, Terry stops, crisis intervention, calls for service, and proactive policing; increasing diversity hiring by 33% between 2014 and 2018; an overhaul business processes and physical remodel of the 911 communications center; development a body-worn camera program reflecting values of the community; and implementation of a modern records management system (Mark43).
His legal positions include Supervising Assistant City Attorney at the Seattle City Attorney’s Office, Assistant Corporation Counsel in the Special Federal Litigation Unit of the New York City Law Department, and Assistant Attorney General in the Criminal Justice Division of the Washington State Attorney General’s Office. He has litigated hundreds of police and corrections lawsuits, and worked extensively on employment matters, disciplinary actions, and labor negotiations.
Brian also worked in New York City for the Vera Institute of Justice and the Fund for Modern Courts.
Brian holds a J.D. from Fordham University, an M.P.A. in Policy from New York University, and a B.A. from Occidental College, and has completed the Senior Management Institute for Police. He is licensed to practice law in Washington, New York, and California (pending) and is a Washington State Certified Peace Officer.
